Background

Following the publication of the Penrose Final Report both the First Minister, Nicola Sturgeon MSP and Cabinet Secretary for Health, Wellbeing, and Sport, Shona Robison MSP made statements in the Scottish Parliament.

It was then agreed that reviewing the financial support arrangements was a top priority.  So, Shona Robison MSP set up the Infected Blood: Scottish Financial Support Review Group and asked Ian Welsh (who is the Chair of the Health and Social Care Alliance) to act as an independent Chair.

The Terms of Reference for the group were to look at,

  • Principles behind schemes.
  • Comparisons to other schemes, UK and abroad.
  • Whether there should be a separate Scottish scheme.
  • Legal, tax, and benefits issues.

The Group has been tasked with making recommendations by November 2015.

The Group heard a wide range of evidence, including the SIBF Scoping Exercise Report on the impact of the disaster.  It also conducted its own consultation exercise.  This included summary report of the five regional consultation meetings (in Edinburgh, Inverness, Dundee, Aberdeen, and Glasgow), a questionnaire, one to one conversations, and an All-Scotland meeting in Perth where Draft Proposals FSRG.
