All Party Parliamentary Groups (APPG) are informal organisations inside the Westminster parliament.  They are essentially run by and for Members of the Commons and Lords, although many APPGs involve individuals and organisations from outside Parliament in their administration and activities. Organisations which register as APPGs have to conform to rules about working in a cross-party way, and transparency in funding.

The APPG on Haemophilia and Contaminated Blood exists to,

To promote awareness of, and campaign for, people with haemophilia and people infected with hepatitis C and HIV due to contaminated blood products used in their NHS treatment.

It is open to any member of the Commons or the Lords who agrees with that aim.  The Haemophilia Society is the secretariat for the group and is responsible for its administration.

The APPG produced a report in Jan 2015 on the financial support available to people affected by the disaster.
